Germany did not wait until 1947 since it could not even afford to wait. By 1939 the two large issues were catching up: money and time.
First, the economy was weak. Nazi was using MEFO bills (such as promises to pay later) to spend money that they did not even have. For some time, this worked. However, by 1939 the installments were payable and Germany was virtually bankrupt. That is why Hitler began to rob other nations. He annexed Austria, Czechoslovakia, and appropriated their gold and manufactures. This could not go on forever. Towards the end of 1939, that additional money was depleting. Failure to act on his part would bring the entire system down.
Second, Germany was militarily superior--but in the short run only. In 1939, their army was rapid and up to date. They had an advantage in their Blitzkrieg format. Yet other nations were rapidly developing. By the time Hitler would have waited to 1947, there would have been a lot more power in such countries as Britain, France, and the Soviet Union.
So Hitler did not wait around till he had a perfect plan. He did this in a hurry since he had no other option.
